Delegates At GOP Convention Not Bound On First Ballot

A Republican National Committee Standing Rules Committee member told the membership Friday that convention delegates are not bound to cast their votes at the convention according to primary vote results in the first round of voting.

Curly Haugland of North Dakota, a long time member of the RNC Standing Rules Committee, sent a letter to the RNC membership at large about this issue. He explained how he came to the conclusion that all Republican delegates who participate in the 2016 Republican National Convention are unbound on each ballot round, including the first.

I have read that all ND delegates are unpledged (even after their primary/caucus). Is he talking about all ND delegates or all delegates period?

To make it look like our primary votes count, and that it’s not GOPe that selects the candidate and rams him down our throats.

Here in Washington State the delegates vote as per the primary vote. If the nominee does not get 50% + 1 votes, then they can vote for who they as an individual would want. But, they are sent to the Convention with those in the various caucuses voting on them as a delegate, and knowing who that delegate would vote for as an individual.

I’m guessing he is just talking about ND, of course he might be an idiot and think it is the same for all states.

From Wikipedia’s article on the Republican Convention:

On the first ballot, delegates from all states and territories except Colorado, Wyoming, North Dakota, Virgin Islands, American Samoa, Guam and a few from Louisiana must vote for the candidate who won their support on the day of their state's primary or caucus.

I think it may be the state PARTY that compels them to swear fidelity, not the state itself. Unlike Electors who are sworn by the State and subject to criminal prosecution.

That said, while I believe the Republican Party is on it's last legs, I don't believe they will choose immediate suicide.
