Rubio and the rest who have suspended their respective campaigns cannot free their delegates to vote until after the ballot codified by their own states and none of them can cast a ballot at all unless their candidate has won 8 states as per the existing rules

Not completely true. Under Iowa rules, we have to vote on first ballot for the people who got the votes. the chair will not record the votes of the non-eight state winners. In other words all the votes, except the Cruz/Trump votes, will essentially be thrown away on the first ballot.
