Sorry, it does work that way and the rules are subject to change. Who says a delegate from a district Trump won but is a Cruz delegate has to be counted?

If there's no reason for voters to vote, there's no reason for delegates to vote either, it's really that simple and what's the problem with that ?

The rules are the rules, rules change, the delegates were selected according to the rules, then the delegates are declared illegitimate according to the rules, all tidy and done by the rules.
