~ #25 ~ I don’t quite understand how any sovereignty issue prevents the pope from saying yes with respect to people coming into territory the Vatican controls. ~
The Pope is a ‘Head of State’ as well as a religious leader; and should act accordingly?
So he can give the nod to anyone entering his own state that he wants!
He doesn’t have to be a party to anybody else’s fence-in.
