However, we know how that game can be played.
Attorney: "Do you want us to say that you shouldn't release your tax returns?"
Client: "Yes."
Attorney: "Don't release your tax returns."
Client: "Thank you."
Now the client can say that he's taking the action "on advice of counsel."
I'm not saying that is how it happened but short of approving of illegal actions, attorneys can give you almost any type of self-serving advice you want so you can hide behind their advice.

It was said a while ago that Trump cited a law prohibiting returns under audit from being released.
He is acting under advice of council if thst is what he said. Until proven otherwise I believe him.
