They are not, Title 9 is the answer why. That is why the likes of Hillsdale College do not take any Federal Funds.

I know for a fact, Charters had to "obey" Moochelle's food directives, including no bake sales for you!" mentality.

Until the State of MI via a local activist and a wonderful Legislator got a bill passed to allow 3 a week, 10 Amendment I'll assume.

So does every State now have to pass a law stopping this madness?

the states ought to get smart and refuse all funds. Feds will end up with all the money and states will disintegrate. Just what 0 wants
