This Rep from Texas is appropriations chair for DOJ and found in documents he alone had the power of the purse. He told DOJ they had to follow the law or he would cut their budget. He stopped the sanctuary cities - told Loretta Lynch to uphold the law or she would lose funding for the top earners at the DOJ, but he would still fund the border patrol.
