In 1996, Wisconsin passed a strong right to keep and bear arms amendment to the state Constitution. They have passed one of the least restrictive shall issue concealed carry permit laws in the nation. They have protected open carry that existed since before the State existed. They hav removed nearly all the restrictions on the carry of knives that accumulated during the "progressive" era.

On Wisconsin!

One could probably read the debate transcripts to find out if that was the case, but it is actually very likely.

The Japanese actually invaded Alaska in June of 42. A little known fact. They were quickly routed out, but made the obvious point that the north was a bit of an open door.

However, I believe it would’ve been easy for the nips to forge such a tag so it would’ve been easily flouted.

So if that was the justification, it was, like happens a lot today, someone desirous of expanding gov’t taking advantage of a political situation.
