Meh...I give her a 6.5 to maybe 7 out of 10.
Dowd is routinely wrong on almost every imaginable topic. That said, the one subject where she has consistently been right is the Clintons. She loathes both of them to such a degree that when you read her op-eds on them you would expect her to be one of us. She knows exactly what kind of people they are and is not shy about calling them out for the corrupt sleazeballs that they are.

Former House Speaker and potential/rumored pick for Trump running mate, Newt Gingrich, speaks with Fox News Channel’s Maria Bartiromo about his general election predictions. He forecasts that by November, the race will no longer be close, and that Trump will win by “a suprisingly big number” like Ronald Reagan did in 1980.
NEWT GINGRICH: I don’t think these polls signal a close race by November. I think if you look at the trend line, it signals that Trump will probably consolodate support while Hillary Clinton continues to stagnate. And the odds are pretty good Trump will win just like Reagan did in 1980, by a suprisingly big number...
