It’s comforting to know that if Southern bigotry & gayphobia disappeared overnight, and we opened our arms (and legs) to these folks...we’d ALL have HIV.
The CDC became totally politicized when it added guns to its list of health issues that needed to be addressed.

If conservative cultural attitudes were a dominant force antisocial behavior would be reduced. The CDC has it precisely backwards. It is the failure of homophobic attitudes that increases homosexual behavior. They (the CDC) are playing into an old stereotype that is no longer valid. The “South” is far more permissive than flyover country where HIV is being reduced.
HIV is a badge of honor in the queer community.

I suggest they check out the queers in San Fransicko. Oh, is SF in the south? Ca Dept of public health learned 3 characteristics of every male queer early on: they are coprophiliacs, they seek sex with little boys, and they vector infectious diseases with abandon of decency. That is indeed the issue. Every administration tries to bend agencies to its agenda. Since personnel are policy, this will include hiring and promotion decisions involving career staff as well as the politicals. All administrations do this to some extent, but the Obama administration seems to have taken it to an extreme. How the current regime compares to the early New Deal or Great Society periods is something for the historians to sort out, but clearly the activists have run amuck -- and they are now burrowed in at senior GS and SES levels.
If Hillary is elected, the new dispensation will become rooted deep in agencies' institutional DNA. If Trump is elected, there is at least an opportunity to root it out. It's not clear that Trump, or most of the other Republican candidates for that matter, understand or care about the problem. Cruz clearly did, as I think did Jindal, Rick Perry, and perhaps Scott Walker. The civil service needs to be purged. Since the Obama infestation is by now tenured, the radicals can't be summarily fired. The next administration, if it hopes to restore some semblance of a non-political civil service, will have to wage conscious war from day one, in every agency.

Just a personal friend that worked for the Ca Dept of Public Health for a couple of decades in the Bay Area. He had his boots on the ground, did the interviews, and tracked down the young boys infected by the adult queers that passed them around the “gay” community as they and most normal people now call this group of sodomites.

The CDC has been infiltrated. The question for it, and other agencies, is how deep the rot goes. The Obama politicos will soon be gone. It will be for the next administration to figure out how deeply the career hiring and promotion has been corrupted. That is, assuming the next administration will care, which is not at all clear at his point.
It’s peculiar that same disproportionality of HIV/AIDS is evident all over the USA in every major city and it is among men-who-have-sex-with-men, be they homosexual, bisexual or male-to-female trannies. CDC just did a study where they found 49% of those tyrannies tested positive. Washington DC has 5x the national average for HIV/AIDS.
