Former Secretary of State Hillary Clinton did break her departments rules by setting up her own secret email server, the inspector general concluded in a report sent to Congress on Wednesday that says she failed to report hacking attempts and waved off warnings that she should switch to a more official email account.
Inspector General Steve Linick, appointed by President Obama, said he couldnt find any evidence that Mrs. Clinton received approval for her odd email arrangement, and when lower-level staffers pressed the issue, saying she was skirting open-records laws, they were ordered never to speak of the secretarys personal email system again.
In one instance in 2011, Mrs. Clintons tech guru thought the server was being hacked and shut it down for a few minutes. Months later, Mrs. Clinton feared yet another hack attack was underway yet never reported the incident to the department, in another breach of department rules.

Exactly! Clinton broke the Law. She did not simply “break the rules”. How about her friend Terry M. in Va. He broke the law. Now is claiming bad accounting practices.
Hillary Clinton: unfit for office.
Unaccomplished in prior positions of high authority and high responsibility.
She is a fumbler. Fumbled Benghazi, the middle east and Iran. Bungled the husband is a rapist coverup, and lost secrets at State to the world.

The ‘tone ‘ folks are piling on... getting ready to pretend they’ve always objected to Hillary’s criminal ways. Joe’s talking about Hillary with the same stern teacher’s warble usually reserved for Trump.

Aside from the fact that it's probably where they belonged, there is the disturbing evidence that State Department staffers are apparently less competent at managing their professional communications than most 12-year-olds are at managing their cell-phones. Given the incredible mess our foreign policy is in at the moment it isn't really much of a surprise, but guys? You can white-list anyone in Exchange although it would probably be regarded as racist in this lamentable miasma of political correctness that has settled over Foggy Bottom.
