There IS (or has been) a drought, and there HAS been mismanagement of the available water supply and failure to construct a better water distribution system, desalinization plants, etc. But all you’ll see in the news is the wrong half of his comments.

The rainfall patterns in CA are within the long term historical norms for California. California's large valley areas are rain shadow areas that fortunately have two major rivers that run through them, "drought" is the standard pattern for California.
The problem with CA water, is a Governmental Agency and Public "Servant" mismanagement problem.

The drought was quite severe and long-lasting.
It's not broken yet with the state, overall in a El Nino year, got about 75% of average rainfall.
The subterranean water is nearly depleted.
It will take 2-3 years of above-average rainfall to recover to "normal".
The example Trump used was of some water resources being diverted to the ocean to save an endangered 3 inch long fish. That's insane.
