“Low profile” you mean like smoking inside? I have been in NYC many times and too many “folks” (as Zippy would put it) smoke anywhere.
So, I go to Home Depot to buy some Paint.
The guy asks me what Color I want and I say White.
Does he then proceed to tell me that White isn’t a Color?

Sounds to me like the black folks who choose to toke in NYC need to stop smoking weed. Or hide it better. Or move to a place where weed is legal.
Putting quotas in place is definitely not the proper solution.
It’s not that “white kids in the suburbs get a pass on smoking pot”.
It’s that minorities think it’s cool to openly smoke pot on the street and engage in petty drug dealing in public.
They are cited for their actions, not their tone. Let’s be frank about that.
Common sense eludes them. Don’t smoke a J on the street in front of the Po-Po. Duh.
Wealthier people smoke pot privately on private property, most of the time their own property. Lower income folks are more likely to smoke at an out door or public place, like a park or apartment complex common space or in a vehicle.
Rich white kids, who are stupid enough to smoke at a public park, do get arrested.
Also, how many of these arrests were solely for possession of a small amount of weed and how many were arrests made for a different reason and the weed charge was tacked on because it was convenient to add the additional charge?

They can legalize it or not. An issue that I care so little about. However, I am thinking that the reason that blacks get caught so much more then Whites is because blacks seem to be out in public with their “stash” whereas Whites smoke it at parties and more secure areas where police don’t rome around.
Part of it may be that the ones caught are also doing something else that they were stopped for.

No its that they do it in a way they get caught.
That said, the explanation might be found in not ticketing the crime at all unless it's piggy-backed onto something else. That is, if the arrests are for possession, it might've been found in a pat-down when stopped for something else.
Of course, that something else could be because they're black. (Kidding, actually, given the ethnic make-up of the NYPD).
