That’s surprising. If this is true (and at the risk of being flamed) this may be evidence of racism. I think its a valid point that white kids in the suburbs get a pass on smoking pot — the police don’t arrest them and judges give them a slap on the wrist if they are arrested— while inner city blacks get busted for it.
Cops tend to patrol in area which have a lot of crime of every kind. Needless to say, they are more likely to make arrests for any crime in the areas which patrol.
That is the reason for any perceived disparity.
I think it is more of an income scale than straight racism. Poor people of any color will always get the full measure of the law, while wealthy people of any color will always get a full measure of ‘understanding.’ A poor black kid with some joints or a poor white kid with a couple tablets of ecstasy will be pounded by the law (and not only get real jail time, by get arrested hard). A rich black kid with heroin or a rich white kid with cocaine will almost always get away with some community service.
I doubt it.
A higher percentage of blacks are in situations involving law enforcement that have nothing on the surface to do with drugs, and in the course of enforcement, drugs are found.
That is my guess.

I agree. Its not like white kids don’t smoke pot. I guess the police don’t hang out in the college scene.
It’s not that “white kids in the suburbs get a pass on smoking pot”.
It’s that minorities think it’s cool to openly smoke pot on the street and engage in petty drug dealing in public.
They are cited for their actions, not their tone. Let’s be frank about that.
Part of it may be that the ones caught are also doing something else that they were stopped for.
That said, the explanation might be found in not ticketing the crime at all unless it's piggy-backed onto something else. That is, if the arrests are for possession, it might've been found in a pat-down when stopped for something else.
Of course, that something else could be because they're black. (Kidding, actually, given the ethnic make-up of the NYPD).
I know companies that do drug testing for construction projects and labor jobs. Most of the ones they test cannot be hired because they fail drug tests.
Most of these people don’t want to work. Otherwise, they might could pass a drug test.
Not evidence of racism; evidence of different behavior among races based on my observations. Perhaps white kids in the suburbs have better intelligence and impulse control, for example. Instead of smoking a joint on the steps of their apartment in plain view, or in a convenience store or gas station, or while walking/gathering on the street, in front of a police station, on a public beach (Yeah, I’ve seen all of these), they do it out of view in someone’s home when no responsible adults are present, a shack in the woods, or other isolated area out of public view.
