English is de rigueur for many things, but especially for science. Sorry, Zero, we don’t have the money in the budgets to hire specialty language teachers to accommodate every student in every Headstart and every school. That is why we have the concept of ‘universal languages’, such as French and English. So one teacher can teach many different nationalities via the long-recognized practice of ‘total immersion.’ America is a land of nationalized values, not balkanized towns that are unable to communicate with each other. (geez, what a dunce)

How about we teach them the three R’s and call it good.

I have no problem with this.
Children should be multi-lingual anyway. I learned two Romance languages as a child.
A child that is nurtured in their sense of cultural identity won’t feel embittered later in thinking it was “denied” to them. This goes for English speakers as well.
Ensuring proficiency in both languages should be simple enough.
