“are considered” .. why this tortured reference? Why not invoke specific actors? Sorry, not sure I quite understand.

Why the reference to “are considered” without a subject of the verb “are” ? “The light was switched on” is another example of uninformative passive voice. Who did it? Why? Under what circumstances? It carries evasiveness with it.
