Non-Negros are far more likely than Negroes to misidentify a Negro. Remember the Amadou Diallo flap?

A tragic case. Amadou Diallo was within the search radius of a crime that had just been committed and he resembled the description of the perp. He ran when hailed and ordered to stop by plainclothes policemen. He was an immigrant, didn't speak the language, and possibly never realized they were police.
