My husband retired long ago but the courts had ruled that cuffs must be in the front in the courtroom...arms behind the back was determined to “PRESUME GUILT”. I think that is about the time that the chain to the ankle was added.( rubber coated links came later for no sound) Sitting down in the court, hands in their lap no juror was to see restraint...I think.
