Pictures from Nice of the truck show the front windshield with many gunshot holes. It would appear that there clearly were gunshots, at the least from the police at the truck driver.
A truck with gunmen inside shooting just after a fireworks show, when people have been desensitized to the sound of explosions and are milling around in large groups. That's a nasty bit of planning right there.
