In order to win a war you MUST either :
1. Kill all of the enemy.
2. Kill some many of the enemy that you destroy the remaining ones will to continue fighting and THEY BEG YOU for peace.
That's it. There are no other options to winning a war against a determined enemy.
Throughout all of human existence this was common knowledge. It's only since WW2 that the common sense stated above has been abandoned.
There is a really good reason we haven't won any wars since WW2. It's because we have been unwilling to do the above. As soon as we do, we will start winning again.
There are no just wars, only victors and losers. The victors get to write the history and justify their actions. That is the truth.

We must not let terror attacks come one after another and count more deaths without taking action.
The war against the scourge of Islamist fundamentalism has not begun; it’s now urgent to declare it. We will truly engage in it by putting in place a series of measures that I have already outlined and which I’ll come back to, that is aimed at tackling the roots of the phenomenon.
To shock and compassion, we must now add action, the necessary means of prevention and repression, and the total determination to eradicate the scourge of Islamist fundamentalism. It’s on this day, I will put all of my energy toward the profound desires of the bruised people of France, so that they are heard and that the battles are waged.”
Le Pen’s party is growing in popularity. It won’t be long before she is President of France.

I think it likely it would have. Scenario: you are standing in the middle of a crowded pedesrian area. Suddenly you see a truck barreling towards you at full speed. Do you (a) get the hell out of the way or (b) go for your gun? If (b) how likely are you to get off an accurate shot that incapacitates the driver?
The driver in this scenario, with surprise and speed on his side, has a huge advantage over even armed people.

The truck driver did indeed have surprise and intiative in his favor but you are kind of arguing that if a citizen could do nothing then it was useless for police to engage him either.
Personally I hate crowds and would not be likely to be in such a situation
myself and hope to never be.
