Have you ever been to Benihana's restaurant? Japanese chefs are quite adept and fast with knives. That having been said, these were mostly handicapped victims, unlikely they were standing around.
Most likely someone skilled with a katana. (Remember the film Kill Bill?) Also the attack was in a handicapped center so most of the victims probably couldn't run. Terrible.

The latest figure on the NHK site was 15 dead and 45 injured with 20 of the injured in serious condition. Horrendous. He apparently had worked there in the past so probably chose the middle of the night knowing not as many staff would be around.
