Depends on the nature of their phone system. They could have a VOIP server with poor security that was compromised.
That is much more likely than a rogue staffer/mole because if they hacked the phone server they could easily copy off all the VMs in each mailbox. They could have been making copies of them for years. Even recording the calls that were being made over the system...

The voicemails are forwarded to email at a lot of places. So if you get the email server, you get a lot of mp3 or wav files.
