In that instance protestors had surrounded officers who had taken other protestors into custody. The protestors refused to let the police leave that containment unless they released those offenders. They were warned and then they were sprayed.

Flushing the eyes with water is better than nothing; but, you’re right, there are better ways. Flushing the eyes with milk (esp. whole milk) would be far better.

(I’ve never been pepper sprayed; nor do I provoke cops to do it to me — but, I’m a long time hot-hot-hot sauce aficionado. A pepper-head, if you will. So, I know some things about capsicum.)
