In 1973 New Bedford was already giving handicapped kids rides to school.

This fact comes from the guy who was the Mayor of New Bedford in 1973, a lifelong democrat and retired judge. He even gives the name of the bus (Tremblay Bus) that picked up handicapped kids at their homes, drove them to school, and returned them to their homes. For those kids in wheelchairs, if their local school wasn't wheelchair accessible, they were taken to one that was.
