My guess is that they have chatter that something is imminent. They have massive police present in London. So now each incident is being treated as if it is part of some big planned assault

A multitude of "lone wolf" attacks can have the same cumulative effect as a big assault.

Yes, Google maps shows a 14 to 16 minute drive and the Liverpool ambulances don't respond as quickly as our local AZ services. From NW Ambulance services -

We aim to respond to red 1 and 2 calls within 8 minutes in 75 per cent of cases and 19 minutes in 95 per cent of cases. This is a national target.

Driving was probably better as long as you stay alive enough to make it...:^)

Note that the response times are a "national target" but you would think that a large, densely populated city could do better.
