An older friend described to me how the FBI did something like that decades ago as Newark NJ fell (due to the high number of FBI civilian employees being mugged there); supposedly they eventually stopped because they would have arrested so many young black men - it was like baiting them (they disguised law enforcement as white women, and the blacks couldn’t resist trying to steal the purses).
