Even the US Military moved away from every Rifleman having a full-auto M16, in favor of selective single-fire/2-round burst.

I don't believe that any of the terror attacks on civilians in either the US or Europe, were conducted with a full-auto weapon.

The lack of accuracy and the high rate of fire would put a lot of rounds in one or two people and the ceiling.

Any terrorist, with directions from an ISIS-type organization, would be instructed to use semi-auto for maximum shot-to-hit ratio.
