The only reason she didn’t hit the ground before reaching the van door was the people around her grabbing her and shoving her into the van.

Yes she can, from what I know about it. Since ianal, but I was pretty sure anyway, I looked it up and found several sources with examples of pardons for actions in which no indictment existed.
Oh dear....sigh...
