All you’ve got to look at is the comment about Maliki’s prejudicial governing style worsened after U.S. troops left Iraq and allowed the situation to deteriorate even more. Obama knew that would happen, but he didn’t care and sent the troops home. According to Wikipedia, the first group of ISIS was formed in 1999 under the name Jama’at al-Tawhid wal-Jihad. They then joined al-Qaeda October 2004. They separated from al-Qaeda February 2014 and established the ISIS we know today. So this group originally began during Bill Clinton’s presidency. Obama ordered U.S. troops out of Iraq in 2011. The last left there in December of that year. Seeing as ISIS broke away from al-Qaeda in early 2014, the lack of a U.S. military presence afforded ISIS to establish themselves and grow in numbers and power in the short span of about 2 years...all thanks to the good work of Barack Obama.
