Other people have mentioned this on similar threads, but in that outfit, Hillary looks like Vincent “the chin” Gigante. He was the mob boss who roamed the streets of New York in his bathrobe, babbling to himself, in an effort to show he was incompetent to stand trial.

It looks like she is wearing a "bata" a sort of house coat that a South American maid would wear over her regular clothes while she was working.
Of course she would take if off if she had to answer the gate. No decent woman would be seen in public wearing one.
