Per the Constitution every dollar the President spends must be appropriated by the House of Representatives which has been controlled by the GOP since January 2011. Every week we hear about the billions Obama has sent to Iran, the millions he has sent to somewhere else or to some leftist organization. Why is the GOP Congress providing him with hundreds of billions of dollars of discretionary spending authority?
