What you say is true, and rather ironic, considering Adams is a cartoonist!
Just so you know, there has never been a single political science study that shows that people stay home due to overconfidence that their side will win.
The only thing shown to make them stay home is when they feel hopeless that their side CAN'T win -- even with their vote. Which is why the MSM always tries to fudge the polls to keep Hillary ahead.
Studies actually show that when "your side" is polling well ahead in a high profile race, the "winning side" wants to pile on and it actually increases turnout.

My impression from the start has been that she sounds like a scold, and this was one of the worst instances yet.
He’s right about the Clinton video. Old, haggard, boring, uninteresting. She doesn’t even make me mad anymore. She’s just a sad old lady.

As a businessman, I have made and heard many pitches. This one was unusual, which I think is Scott Adams' point.
She wasn't trying to persuade a buyer (i.e. voter)...she was filing a complaint.
She's angry.
And what that anger is telling us is that she knows she's lost (or at least that she believes she deserves to lose).
Its all over but the voting.
Adams is very perceptive. And, in this election cycle, he has been prescient.
How does Adams’ approach exclusive to engineers? Isn’t absorbing the feeling of Clinton’s remarks sufficient for most to get the point Adams is making?
