The Charlotte Police were there to protect and serve. This is one time Im negative on the police but I understand they got their orders from the Mayor and the other Democrats in power.

Who do they work for? The PEOPLE of their municipality. The function of the police includes serving the community in many ways beyond cut and dried law enforcement.

They protect and serve themselves. For everyone else, they draw chalk outlines and fill out reports.

Correct, but the rioters were not acting legally. The police weren’t “carrying out the law”.
Had they been, the rioters would be getting arrested.
As a result of that, those on the highway would’ve been “protected”.
No one is asking that the police be a bodyguard (as in the court case you refer to).
But if they are not going to enforce the law, innocent people will suffer needlessly.
I bet they wouldn’t hesitate to arrest someone defending themselves in this situation.
