I think she may have lied by omission. The Clinton Foundation dispenses their money to subsidiary Clinton operations. These subsidiary operations are set up as charities. Therefore, 90% of their money is transferred from the parent organization of their criminal empire to its next tier down, where only 5.7% is spent on actual charitable work.
The Clintons very carefully construct some of their lies, often years in advance.
