I certainly agree with you on the Russian angle, and the proclivity of the current administration, Hillery, et. al. to scream RUSSIA at every turn, the ICANN issue is totally separate.
The disruption was a simple DDoS attack. Dyn, a major private provider of DNS services to many businesses and organization in the US and globally suffered a DDoS attack. These same type of attacks target entities every day, with a recent large one again researcher Brian Krebs drawing quite a bit of attention. ICANN has nothing to do with it.
The Ecuador issue is simply governments doing what governments do and it would have happened with or without the ICANN transfer. The transfer really is a back-end administrative function, and while I wholeheartedly opposed the transfer, the effects I worry about are far more long term structural issues.
