It has to be at the Fed level. They should all be equal for a FEDERAL election. They can play any game they want locally.

If a not so rich country like India has issued almost 800 Million photo ID voter cards, but the country with largest GDP on earth will not do it makes no logical sense.

no.

states control their own election laws. states control their electoral college votes. prevents federalism.

There is only 1 federal election and that is when the electors vote for POTUS.
