I’m actually kind of entertained and impressed by Ellison’s answer. Hell, if the GOP had had more congressmen who’s response during the Obama years was, “All there is to do is vote no”, we’d be a lot better off.

I don’t think Ellison wants to give up his position in congress. He may like where he is, and not want to start from the bottom again, should the DNC Chairmanship not work out.
