The earliest congress will have an effect on existing contracts is 2019. 2017 contracts will be in place by year end. 2018 contracts are being established now and will be completed by mid 2017. If congress passes a new law on January 21, 2017 it would take time for insurance companies to design new products, get approval, train salespeople , give consumers time to select policies. In addition policies sold to employees would have extra time
