Helium 3 fusion is not yet a reality. Given the current rate of progress it will be some time, if ever, before it actually becomes a reality. By the time the Chinese are tearing up the the moon's surface trying to separate H-3 from moon rocks we'll be extracting it from the atmospheres of Titan or Uranus.
Besides, the progress of the Chinese space program has not been... stellar.
