Speaker Ryan Retreats on H-2B Visa Outsourcing Program

Congress will give EB-5 a new lease on life this week by slipping renewal of the controversial program into a continuing resolution. Administered by the Department of Homeland Security, it is formally known as the Employment-Based Fifth Preference Immigrant Investor Program. In plain language, it’s a green card fire sale for rich foreigners.

Under EB-5, a foreigner pays $500,000 and is granted a green card, placing the purchaser and immediate family on a road to permanent residency in the United States. Silken middlemen on two continents speed the process. The stated purpose of the EB-5 program is job creation. Each $500,000 fee is supposed to be directed to projects in economically distressed “targeted employment areas” in the U.S. to create ten full-time jobs.

According to a report by the Government Accountability Office, the program has created “unique fraud and national security risks.” Hustlers around the world are hawking the precious U.S. visas. Sales have tripled in recent years. The GAO says funding for the visas could come through the “drug trade, human trafficking, or other criminal activities.” Those claims of ten-jobs-per-green-card seem sketchy as well. The reporting on the economic benefits of the program, the GAO warned, “is not valid or reliable.” Money flowing in from China is one of the main drivers of the program.

Y'might even think 58 considering the successful and VERY productive Eisenhower years.

Norman Rockwell's America flourished in that time and for ME .... when I think "Make America Great Again, I think back to the 50's and early 60's labor force, factory whistles (yes, with all its pollution), and extremely well taken care of military and even the public (consolidated) school system was actually educating kids.

THAT'S why they invented Viet Nam ... too many angry young educated American kids that were threatening their power elite

Another time for THAT one.

How about the H1B program? They need to get rid of that program or at least restrict it to be for only people making 150K+ per annum and allowing such people the freedom to change jobs without government interference. The H1B program is designed to destroy the upward mobility of American-born scientists as companies no longer see much value in investing in the people in the USA when they can just import millions of captive indentured underpaid servants in any decade under the H1B program. My guess is that at least 85% of the H1B visas are granted under fraud.

This is a great start ending H-2B Visa program...I agree need to work on the H-1B, OPT and business visas :)

From the article:

The H-2B visa program is one of many guest-worker programs — including the white-collar H-1B, OPT and L-1 visa programs, the J-1 summer-worker programs and the H-2A agriculture program – that import at least 700,000 guest workers each year. The programs are so large that at least 1 million white-collar guest-workers live and work year-round in the United States.


Absolutely stunning that we have been depriving US citizens of ONE MILLION WHITE COLLAR JOBS given our soft economy!!!

Or if you have some really talented, highly educated professional who wants to emigrate, use a points system and if they score high enough, let them just apply for their Green Card and don’t jerk them around for ten years. Dispense with the rest.

Being a J-E-T-S fan I am not used to this.

Who are the Jets of whom you speak? I vaguely remember a NY based NFL team that I think had that name. But I don't think an NFL team with that name has taken the field this season.

Was this going to grow the allotment by 198K every year, or a one time extension to the allotment?

I’ve been watching with interest to see what will happen in the heavily Indian H1B contract house that I am now working in. It is one of two in my city working technical contracts on a major railroad.

It looks to me like they have decided to head for a higher high-technology space. They have been tutoring their entire workforce in next generation technological concepts. This in fact is more in line with what H1B had been intended to address, before it was abused for “workhorse” positions that Americans could have easily filled had it not been for various schemes to get around it.

I’m not personally at issue here because I’m an American citizen. But it’s interesting to see how companies adjust.

I would also suggest that the government conduct random spot-audits of H1B visa holders, and if any falsified info is found to be in their resumes, their visa should be immediately revoked.

H2B Gone? A Good Start. Let's keep rolling.

H1B is particularly odious, IMO. I'm sure that some H1B's have their benefits, but I've not seen it.

I was outsourced at a former job. At first they tried to replace me with a H1B worker with "comparable" skills. Didn't work. They added a second. Still not able to keep up. Then a third....

....Finally, they wound up with a total of five (5) H1B's trying to do the work that I did. Unsuccessfully, too, I might add. Company scrapped the idea, hired another local middle-aged white guy to replace me (no WAY I was going back...) and now, the company is back to normal again.

Now, was I doing the work of five men? Not hardly. I'm not that arrogant. But they couldn't find five H1B workers to do the work of one competent local.
