The driver blew past the protected area on Fifth avenue and sped away until he was caught at a red light.
The suspect is 44-year-old Carlos Arana, the New York Daily News reported.
An Officer eventually caught up with Arana and demanded he exit the truck.

Carlos Jose Arana, 42, was arrested Monday on a charge of armed kidnapping. Arana has been arrested twice before, once in 1995 for sexual battery on a minor.
That one was in Florida, a year and a half ago, but the age is right, and that sort of crime does often get sealed by lefty judges.

He has been arrested seven previous times, officials said. Most of his prior arrests are sealed.

Juvenile records. How old is he now? When did he get out. He’s needing three meals and a cot?
Guessing he was minor at time of previous offenses.
