We should be focused on moving public housing away from the government instead of trying to manage it with rules in order to control costs

I don’t have anything against smoking or people who smoke.
What I do have a problem with is someone living someplace using MY money that I earned, and having enough money to buy cigarettes.
One has to ask the basic question: how is it that a person doesn’t have enough money to buy food or pay rent, and has to take it out of my paycheck, but can buy cigarettes?
How about banning illegal drugs, prostitution, wife beating and murder?

Sounds completely unenforceable, but I guess gives some bureaucrat somewhere a feeling of accomplishment.
