California-33%
New York-25%
Illinois-15%
Virginia-7%
Maryland-5%

Repeal it and let the states come up with their own programs. Mexifornia and Gov. Medfly can fund the $16 billion for the “4 million residents” currently sucking off the program, including as many illegals as makes them happy.
The 50 sovereign states should have the freedom and responsibility to meddle in health care or not as they choose and if they choose to do so to fund it themselves.

4 million residents - how many citizens?
Since, by law, EVERYONE already has emergency room admittance, how does CA move those expenses around to taxpayers in other states? Which is what they were doing.
