The saying acquires extra layers if it's true that he said it on the morning of Waterloo.

Apparently he was referring to Wellington's deployment in front of a forest, which would have prevented Wellington's orderly retreat. But fortunately Wellington's position had other strengths (a reverse slope) that Napoleon hadn't taken into account.
