Trump should send an ARMED SEAL Team to walk the halls and cubicle isles at the NSA. Make sure ALL employees see the cable ties dangling from their belts. Tell no one why they are there. Make those employees squirm. Each SEAL Team member can hand out leaflets instructing who to call to turn in fellow employees actively engaged in undermining the Trump administration.

Also, every single method of communication 0dunga is using needs to be monitored 24/7 by a VETTED and dedicated unit at the NSA from within a dedicated SCIF off-limits to others. Trace all phone calls, emails, etc., from 0dunga to NSA, CIA, DIA, etc., personnel and have them immediately arrested for treason.
