Not part of their traditionally culture, so they don’t understand its proper use , as well as not being available in some areas and very expensive in others.
In Saudi and UAE, bidets are very popular with the upper rust. Every. Villa I’ve been in had multiple bathrooms with bidets installed in everyone of them.
