Pretty much for the same reasons people don't use TP in vast other expanses of the globe. Combination of ignorance, poverty, cultural tradition, lack of need (why wipe when you have the runs) and lack of resources (not much paper feed stock growing in the desert).

Starbucks CEO Howard Schultz only has a BA in communications, no business degree. Still, I would expect anyone with the slightest bit of education to recognize that offending a large part of your customer base is a bad idea, particularly if your product is an overpriced and completely elective luxury purchase with many competitors in your industry.

Bought one this time last year. There are a ton of options with K-cups and grind your own. I have a Starsux gift card that the balance hasn’t budged in eight months. Probably will kill it off just buying there average over priced food.
Like any 5 year old, they don't have the mental capacity to learn from others mistakes. They are hell bent on sticking their finger in the electrical outlet.
Starbucks is delighted to charge you $5 to $8 for a $2 cup of coffee. Also, I can’t understand their menu and the baristas think I am retarded because of it. I have only been in two Starbucks in my life—once each. I refuse to do homework to learn how to order their stuff.
I e decided to get my “fancy” coffee at McDonald’s from now on. Tastes good plus I can get a regular hamburger and a side of Freedom Fries for about the same price of a Starbucks medium sized coffee.
Lots more everyday people than 'elites'...
