The article does not make sense. For water to be cut off, it must be impounded in upstream reservoirs. Once those impoundments are at capacity, the water must be released.
The action does not seem to be sustainable
So like... where is Turkey putting all the water?
He’s not foiled yet. If US doesn’t prevail on him to stay away from Manbij he will take Manbij. It may be very expensive to do but he will do it. From here it looks like we lose either way if he makes the assault. We have to physically stop the Turks which is would be a problem for NATO or we would lose a so far reliable ally. It’s a problem when one ally attacks another ally. Turkiye has legitimate grievance against he YPG in that YPG at least wass the Communist Kurdish faction as the Iraqi
Kurdistani” Kurds were antiCommunist. Overall, though, both factions are Moslem and the YPG has showed its fangs, if only a little, to the Christians and Azeris.
They could just bomb the damn on the ground or from the air. Euphrates runs through Iraq too.
“Erdogans agenda has been foiled by his own actions”.
Erdogan thinks he is the return of Suleiman the Great...
Looking at Google maps, there appears to be other outlets for water flow on the Turkish side. There is a dam just above the Syrian border that is probably releasing water slowly. Not allowing the Tishan Dam to get enough water to operate.
In looking at Google maps, it appears there is a border wall between the two countries.

If it causes great hardship on innocent Syrians, I agree.
I flashed on the same thing when I heard it, too.
“Suleiman the Magnificent” was a ruler of Ottoman Empire who died in September 6, 1566.
A famous earlier Muslim leader was the Kurdish officer Saladin (Salah Ed-Din) who overcame the Christians in Jerusalem. He died on on March 4, 1193.
Some have confused the two rulers.
There was an odd ceremony that allowed removal of Suleyman Shah remains to be removed from Northern Syria. It took place about 2 years ago if I remember correctly. Turks were allowed to send a force to the grave site in Syria and remove the remains.

Now, is that confusing? There is another one that is similar that was reported found in Szigetvar, Hungary
in upstream reservoir
