That area is right next to Interstate 5 near downtown Los Angeles. Never drive that stretch of the 5. About 10 years ago a family was on their way home from Disneyland. They got off of the 5 to buy gasoline. The car was hit with bullets and their little girl was killed.
Fill your gas tank before you get into Los Angeles! Take the I-405 instead of the I-5.

I haven't paid attention lately, but it used to be begging for for injury or death for Blacks to hang around Hawaiian Gardens, though the casino might make it safe enough right next to the 605 FWY.
