“Communications at the very top” would be communications between Obama, top aides, agency heads, Cabinet Secretaries, and the like, plus the 1st level below those persons.” Below that, the very top people have plausible deniability.
“Not electronic” is just what it means: Verbal communication not recorded by electronic means, or in some situations, nods, winks, waves, etc.?
If NSA saves all electronic data, then eventually any phone call, e-mail, etc., can eventually be “dug up”. I somewhat doubt any of these top people, including Obama, actually ordered someone to “go spy on Trump” or his team. But if they did, would it be via phone call or e-mail, or by private spoken word (etc.)
I was thinking of the human factor and unexpected things which pop up during investigations. For example, if any of those responsible for the surveillance, which was fabricated to begin with, then unmasking and then disseminating it are ID’d, they might take a deal to reveal. We’ll have to wait to see how this unfolds.
